'more intrusive' - using design as a way to bring a message directly into someone's living environment, effectively surrounding them with the concept in their daily life and reaching them at a personal and family level. 

Placing responsibility for social issues onto the consumer means the issue needs to be present in their lives. They then start to feel a sense of guilt that they are aware of the problems with society but either don't want to or feel unable to do anything about it. 

On the reverse, placing blame onto government/corporations/organisations would constitute more of a rebellious approach. Potentially public art, protest art, zines, etc...
